Περί εξωτερικής πολιτικής. Αναφέρομαι σε ανέξοδους τρόπους ενίσχυσης του διεθνούς κύρους της κολοβής μας δημοκρατίας κτίζοντας σε διεθνείς πρωτοβουλίες της ανένταχτης – κομματικώς ομιλούντες &#8211; ταπεινότητας μου. Ένα κράτος κολοβό, όχι μόνο λόγω Τουρκικής κατοχής στον βορρά και Βρετανικής επικυριαρχίας στο νότο αλλά επιπροσθέτως από την αβελτηρία των ταγών αυτής. Ο Νίκος μού χαμογελά και ευχαριστεί.</p>
<p>&nbsp;</p>
<p>Μια κουτσουλιά τόπος είμαστε. Πέντε μέρες αργότερα τον συναντώ εκ νέου στην διχοτομημένη πρωτεύουσα. Εκδήλωση διεθνούς κοινωνικού χαρακτήρα. Έχοντας γνώση της προτίμησης του στην αμεσότητα του ενικού και της πολύχρονης μας, αν και άκαρπης γνωριμίας – σίγουρα όχι λόγω δικής μου υπαιτιότητάς – χαιρετώ, ερωτώντας τον: «Νίκο τι θα πράξεις; Τα όσα σού προτείνω είναι προς δικό σου συμφέρον και του διεθνούς μας κύρους πάνω από όλα». Με ύφος απόλυτης σιγουριάς και εμπιστοσύνης μού απαντά κοφτά:</p>

<p><strong>«Είπα του Κόμπου να σε δει&#8230;»</strong></p>
<p>&nbsp;</p>
<p>Επιτρέψτε μου να συνεχίσω την αφήγηση σε ύφος λαϊκό, κατ’ εικόνα και ομοίωση του Προεδρικού ύφους. Ο Κόμπος με … γκαστρώνει για ένα … εννιάμηνο. Η κύηση οδηγεί τελικά την συνάντηση μας στις 19 του Αυγούστου στο Υπουργείο. Παρατώ την επιστημοσύνη και την συγγραφή στη Βρετανική Βιβλιοθήκη (Λονδίνο, εννοείται) για χάρη της. Καταφθάνω στον ατημέλητο κήπο του κτιρίου του Υπουργείου. Ανεβαίνω με βάση το πρωτόκολλο στο γραφείο Υπουργού με συνοδεία νεαρού διπλωμάτη.</p>
<p>&nbsp;</p>
<p>Το αποτέλεσμα της πολυπόθητης συνάντησης; Σκέτο … ανεμογκάστρι!</p>
<p>&nbsp;</p>
<p>Πέραν της γλαφυρότητας και της χαριτολογημένης αφήγησης, η ουσία είναι πραγματικά δύσπεπτη. Ο Κόμπος φτάνει στο χτένι. Δεν θα ήταν δυνατό να κρατώ μέσα μου αυτόν τον Κόμπο … για χρόνια. Για να έχω ήσυχη την συνείδηση μου απέναντι στους ενενηντάχρονους γονείς, που με ανάθρεψαν με ιδανικά και αξίες, με σεβασμό στην πολυετή πορεία μου στα διεθνή ιδρύματα, κρίνω ότι οφείλω να εκθέσω σοβαρότατα ατοπήματα στην άσκηση εξωτερικής πολιτικής. Εξηγούμαι:</p>

<p>Βιέννη, Δεκέμβρης 2024. Οργανισμός για την Ασφάλεια και Συνεργασία στην Ευρώπη &#8211; ΟΑΣΕ.  Σύνοδος ΥΠΕΞ των συμμετεχόντων κρατών. Θέμα: Εκλογή νέου Γενικού Γραμματέα του Οργανισμού. Βαρύτατη η ευθύνη του Κωνσταντίνου Κόμπου: συναίνεσε αμαχητί στην εκλογή του Τούρκου βετεράνου διπλωμάτη Σινιρλίογλου στην κορυφή της ηγετικής πυραμίδας του μοναδικού πολυμερούς Ευρασιατικού Οργανισμού Ασφάλειας. Είναι η πρώτη φορά που εκλέγεται Τούρκος στην ηγεσία ΟΑΣΕ για τριετή θητεία. Με την σύμφωνο γνώμη του Κόμπου. Ο καθένας μπορεί να ανατρέξει στο διαδίκτυο και να μάθει ποιος είναι ο Feridun Sinirlioglu &#8230;</p>

<p><strong>Χωρίς κανένα απολύτως αντάλλαγμα! Εκλογή του Τούρκου Εν Λευκώ!</strong></p>

<p>Σε μια απέλπιδα προσπάθεια μου να λύσω τον επί χρόνια Άλυτο … Κόμπο υπέδειξα ότι είμαι εγκεκριμένος διαμεσολαβητής ΟΑΣΕ εδώ και μια δεκαετία, αποφοιτήσας της Διπλωματικής του Ακαδημίας προ εικοσαετίας (2003). Μολαταύτα <strong>ουδέποτε κλήθηκα σε αποστολή </strong>του Οργανισμού. Το γεγονός αυτό και μόνο οφείλεται στην <strong>ανεπάρκεια και αναποτελεσματικότητα του Υπουργείου των Εξω … φρενικών. Πού είναι το Γραφείο Προώθησης των Κυπρίων Ειδημόνων για Πρόσληψη στους Διεθνείς Οργανισμούς; Άλυτος Κόμπος! Πόσο μακριά θα φτάσεις με τους έξι άξονες της εξωτερικής πολιτικής; Και δεκάξι να ΄χεις αν δεν έχεις τους ανθρώπους σου στους διεθνείς οργανισμούς, πως θα ασκήσεις επιρροή; Εκατό τριάντα δύο εκατομμύρια ευρώ σού εγκρίνει η Βουλή για το Υπουργείο ετησίως, δεν μπορείς να διαθέσεις δύο, να παλέψεις τον διορισμό Κυπρίων προσοντούχων;</strong></p>
<p>&nbsp;</p>
<p>Αλλά είπαμε, χρόνια τώρα, συσκέψεις και συναντήσεις και ανεμογκάστρι! Υπέβαλα στο νεαρότερο Κωνσταντίνο Κόμπο ότι όφειλε στα πλαίσια της υπηρεσίας του προς αυτό το ημι-κατεχόμενο από την Τουρκία κράτος, να εξαργυρώσει τουλάχιστον την συναίνεση του στην εκλογή Σινιρλίογλου, με <strong>απτό αντάλλαγμα</strong>: την τοποθέτηση μου σε σημαίνουσα &#8211; τη βάσει προσόντων και αποφοίτησης της Διπλωματικής Ακαδημίας Βιέννης &#8211; θέση στη Γραμματεία ΟΑΣΕ, <strong>σφήνα</strong><strong> </strong><strong>στον Τούρκο διπλωμάτη.</strong><strong> </strong>Εφόσον η συναίνεση του ήτο μονόδρομος, όπως διατεινόταν. Αυτό επέβαλλε η εξυπηρέτηση των Κυπριακών συμφερόντων. Αντ’ αυτού επέλεξε το μηδενικό για την Κύπρο αποτέλεσμα αφού η Άγκυρα μπλόκαρε την υποψηφιότητα του για την προεδρία του 2026 … Εύγε Άλυτε Κόμπε!</p>

<p>Είκοσι δύο χρόνια στην  αίθουσα αναμονής για μια θέση στον ΟΑΣΕ, κτίζω διεθνείς διασυνδέσεις για την Κύπρο μας  με έξοδα από την τσέπη μου. Σε διηπειρωτικές διαδρομές που με βρίσκουν από το Τόκιο μέχρι το Μπουένος Άιρες. Σε πέραν των εξήντα χωρών …</p>

<p>Ουδέν έπραξεν ο Κόμπος! Θέτοντας το σε πρώην υπουργό, μού  υπέδειξε με νόημα: <em>Ουδείς πράττει ουδέν</em>!</p>

										<content:encoded><![CDATA[<p>The International Security Forum’s Director, <strong>Dr Yiorghos Leventis</strong>, participated in person, for the fourteenth consecutive year, in the <strong>EU Non-Proliferation and Disarmament Conference</strong>. The 14<sup>th</sup> Disarmament Conference was held in Brussels on the 10<sup>th</sup> and 11<sup>th</sup> of November 2025. The ISF, established in Lefkosia (Nicosia) in 2009, is the only Cypriot think tank that has been steadfastly involved in the consultations of the <strong>European Network of Independent Think Tanks on Non-Proliferation and Disarmament Studies</strong>. The latter initiated its activities with a kick-off meeting in Brussels in 2011. Dr. Yiorghos Leventis took part in this inaugural historic session.</p>
<p>The 2025 EU Non-Proliferation &amp; Disarmament Conference was organised by the <strong>Istituto Affari Internazionali (IAI) of Rome</strong>. Remarkably, this year, the IAI celebrates its 60<sup>th</sup> anniversary of existence. The <strong>Istituto Affari Internazionali (IAI)</strong>, an important think tank in Italy focused on international affairs, receives funding primarily from the Italian government through various budgetary allocations. As of <strong>2025</strong>, <strong>its annual funding from the Italian state is approximately</strong> <strong>€4.2 million</strong>.</p>
<p>In sharp contrast, <strong>the International Security Forum Cyprus has, in the seventeen years of its operation, received zero funding from the Cypriot government</strong>. Nevertheless, ISF raises the security and foreign policy-oriented research flag of the Republic of Cyprus where there is no presence otherwise.</p>
<p>The Brussels EU Disarmament Conference is the annual flagship event that brings together experts from governments, international organizations and research institutions worldwide to discuss all aspects of the EU&#8217;s non-proliferation and disarmament agenda. Invariably, this agenda, includes arms control, chemical, biological and nuclear weapons, space security and emerging technologies. Over two days, participants engaged in open and substantive discussions aimed at advancing global non-proliferation and disarmament objectives. The Conference also seeks to support the implementation of the EU Strategic Compass. It formulates policy recommendations to strengthen the EU’s role in these fields.</p>

										<content:encoded><![CDATA[<p><strong>PRESS RELEASE </strong><strong>MARCH 2024</strong></p>
<p>The winter season that we have just left behind, November 2023 to March 2024, has been very hectic in our director’s international activities. Below is the list of in-person participations in international fora.</p>
<p><strong>November 2023</strong></p>
<p><strong>Dr. Yiorghos Leventis</strong> took part, upon invitation, in the <strong>7<sup>th</sup> Southeast Europe Energy Forum</strong>, held in The MET Hotel, <strong>Thessaloniki</strong>, Greece on Tuesday, the 7<sup>th</sup> of November. The day conference concentrated on the synergies in energy cooperation between the Balkan countries. Bulgaria had a three speakers line up whereas Albania was represented by the Greek speaking head of the country’s Electricity Authority.</p>
<p>On the culture – performing arts dimension, Dr. Leventis took advantage of his presence in Thessaloniki to watch and peruse films at the 64<sup>th</sup> Thessaloniki Film Festival. The occasion gave him the opportunity to interview in private the legendary Greek film director Nikos Perrakis.</p>
<p><strong>December 2023</strong></p>
<p>December (3<sup>rd</sup> and 4<sup>th</sup>) saw Dr. Leventis travelling to Brussels, the EU capital. He was a delegate, the only one from either Cyprus or Greece, in the <strong>EU Non-Proliferation &amp; Disarmament Conference</strong> held over two days in the <strong>THON Hotel Brussels City Centre</strong>. Save for a South African speaker presence from Pretoria, the rest of the speakers concentrated on the Euro-Atlantic perspective on the current dire global geopolitical situation.</p>
<p><strong>March 2024</strong></p>
<p>On Friday, March the 8<sup>th</sup>, Dr. Yiorghos Leventis gave a seminar at the <strong>Institute for National &amp; International Security, INIS</strong>, in The theme of the seminar was the following:</p>
<p><strong><em>The Status and Role of the British Bases in Cyprus and the Diego Garcia Base – Chagos Archipelago, St Mauritius: A Comparative Perspective</em></strong></p>
<p>The audience of young researchers from Czechia, spending an internship at INIS, Belgrade, showed great interest in the subject of the use of the geo-strategic location of Cyprus by Great Powers. The lively discussion followed a lunch offered by the INIS Director.</p>
<p>&nbsp;</p>
<p>Finally, on the 12<sup>th</sup> and 13<sup>th</sup> of March 2024, Dr. Leventis travelled to Budapest for the <strong>Budapest Balkans Forum</strong> <a href="https://budapestbalkansforum.hu/">https://budapestbalkansforum.hu/</a>. The BBF has been extremely successful, attended by 700 delegates from the diplomacy, academy and the press world. As it usually happens, the International Security Forum’s Director was the only Cypriot presence in the conference. Furthermore, Dr. Leventis was joined at the two-day conference participation by <strong>Mr. Ion Craciunel</strong>, ISF Senior Research Associate and a seasoned expert in international affairs. The two-member ISF Cyprus delegation held a number of fruitful consultations at the margins of the conference and pledged to participate in the follow-up review BBF to be held in the Western Balkans during the forthcoming Hungarian presidency of the EU Council in the second half of the year.</p>

										<content:encoded><![CDATA[<p>There can be little doubt that the fundamental principle of fair game is violated with regard to the preparation and performance of leading athletes hailing from world athletic-cum-political powers.</p>
<p>In the past month we witnessed the West and Russia trading accusations and recriminations regarding each other’s doping and anti-doping practices.</p>
<p>Prior to the launch of the Rio Olympics the World Anti-Doping Agency (WADA) oscillated between a blanket ban or selective punishment of Russian athletes registered to compete in the 2016 Olympic Games. WADA, cautiously went for the second option barring Russian athletes, who according to their records, used illegal substances in the run-up to the Games. However, rather abruptly, the WADA changed tune imposing a total ban on Russian athletes set to compete in the ensuing Rio Paralympics 2016. This last severe action of this world body against Russian athletes with special needs is increasingly perceived not only by the leadership in Moscow but importantly by the wider Russian public as well, as a Western conspiracy to discredit and demean their country.</p>
<p>Then, Fancy Bear, a hacking group, Western media identifies with Russia &#8211; because of grammatical mistakes in their online English texts – snatched the files of top US athletes who were allowed to compete and win medals in the Rio Olympics, revealing that they also consumed banned substances. What ensued is a total focus of the Western press on the illegality of the hacking while the substance of these serious revelations that point directly to double standards by WADA is completely ignored.</p>
<p>However, some European press representatives have taken the courage to expose WADA’s double standards. For example, Marcello Foa, an Italian sports correspondent, pointed out in a recent interview: <em>Yes, the American athletes have been treated differently. What is surprising is that if some athletes have been authorized to take these substances, they should have been made public as soon as it was decided by WADA. And this didn’t happen. Why didn’t they tell that Serena Williams or Simone Biles took some drugs under medical permission? What strikes very much is the silence about this topic which now allows everybody to think whether the victories or the sports performance have been really clean or not. But of course, there are double standards: the Russians are all bad guys and we see that at the Paralympics Games they all had been banned and other athletes they have a sort of very light comprehensive attitude from WADA, which is not fair.</em></p>
<p>Incidentally, the Italian attitude, at least at the eternal city’s leadership level, to the value of holding the Olympic Games, has become all the more questioning, if not outright rejectionist: this week Virginia Raggi, Rome’s new mayor, pulled the rug below Renzi’s feet regarding his drive to have Rome bid to host the 2024 Olympics. Signora Raggi is very blunt about it: she would not allow her city to be ‘buried under mountains of debt and tonnes of cement’ for the sake of a short lived Olympics fiesta.</p>
<p>It seems like it is high time the world sports community reconsidered in a profound manner the whole affair of the Olympic Games …</p>

										<content:encoded><![CDATA[<p>Several months passed since the U.S. formed a military coalition to fight the Islamic State (ISIS). However, the results have been rather insignificant. If anything the level of tension in Syria soars. By its stance of refusing to negotiate with Al Assad, the US cannot be absolved of bearing responsibility for this escalation. To the contrary, Russia intends to prevent the degradation of the political and military situation in this key Middle East country.</p>
<p>Moscow still considers the different possibilities of its joining the international coalition against militants of the ISIS, but it has not decided on its participation in a military operation yet. For the time being Russia has been more active on the diplomatic front, incessantly holding consultations with the Syrian government as well as other concerned governments of countries in the region. The Russian government recently hosted Adel al-Jubeir, Minister of Foreign Affairs of Saudi Arabia. Moreover, Salman bin Abdulaziz al-Saud, the Saudi King is expected in Moscow within October. Considering that the Syrian government is the only credible force fighting jihadists, Russia continues to support Damascus, supplying equipment and weapons, as well as assisting in the training of Syrian soldiers.</p>
<p>It is becoming obvious that Moscow stands firm on its principled position. Such a position envisages that Syrians themselves must determine the political future of their country, and that Bashar Al Assad is the legitimate President. Let us ponder for a moment. What will be the immediate result of Assad’s forced removal from power in Damascus? Which forces will fill in the power vacuum? Negative developments of this summer show that odds are that, following Assad’s departure, Syria will be sadly dismembered, while the best part of the country will inevitably fall under ISIS iron rule.</p>
<p>Washington seems to be stoking tensions. Recently, the Obama administration has shown increasing readiness in using the US Air Force &#8211; or the Turkish Air Force for that matter – in an effort to impose a no-fly zone in Northern Syria. Such action may lead to exacerbation of the situation. By making the overthrow of Assad its primary task the US risks an uncontrollable escalation of the Syrian conflict.</p>
<p>On the other hand, Russia is taking additional measures in order to forestall the out-break of armed conflict in Syria with the participation of foreign troops. The US government sought to ban the overfly of Russian planes through Bulgarian and Greek national airspace. But if Athens had the courage to say &#8220;no&#8221; to the US whim, Sofia, succumbed to US pressure. Bulgaria, now demands the landing of Russian planes loaded with humanitarian aid bound for Syria in Sofia for inspection. Apparently, Washington manipulates weak Sofia into stopping Russia&#8217;s help to the Syrians. Moscow answers back by opening another air corridor through Iran and Iraq.</p>
<p>This development shows Russia&#8217;s determination to prevent the Syrian armed conflict’s escalation. Western press abounds in reports on hundreds of Western jihadist fighters that made it to Syria through Turkey hell bound to overthrow Assad. Moscow has showed firmness, in abiding by the framework of international law. The UN has clearly stated its intention not to allow unilateral US military action aimed at the forced removal of the legitimate government in Damascus.</p>
<p>In contrast to Washington, Moscow exhibits moderation and reason. The US foments contradictions between Iran and the Persian Gulf countries, resulting in the continuation of the war in Syria. Moreover, it transpires that the Obama administration put forward a request to Egypt to return Muslim Brothers in power structures. However, much depends not on the US and Turkey, but on the positions taken by the Arab countries. All of them, including Egypt, have publicly declared their commitment to a political solution in Syria. Cairo has an open line consulting with Moscow on coordination of political decisions which will influence the position of the whole Arab world.</p>
